Cook the rice according to package directions. Set aside and keep warm.
Heat a large skillet over medium-high heat. Add the ground beef and cook for 5-7 minutes, breaking it apart with a wooden spoon until browned.
Drain excess fat if needed. Push the beef to the sides and add the garlic and ginger to the center. Cook for 30 seconds until fragrant.
Stir in the soy sauce, sesame oil, and brown sugar. Mix well and simmer for 2-3 minutes until the sauce thickens and coats the beef.
Add red pepper flakes if using. Season with salt and pepper to taste.
Divide the rice among 4 bowls. Top with the beef mixture.
Garnish with green onions and sesame seeds. Serve immediately.
